Is 1 year Hindi Vidwan (equivalent to BA) from Hindustani Prachar Sabha, Mumbai, after 12th, legal and eligible for Masters or B.Ed.?

Hindustani Prachar Sabha in Mumbai was apparently formed by Mahatma Gandhi at about the time of Independence of India. It's an NGO with an aim of promoting what it considers as Hindustani. It dishes out many courses about Hindustani in Urdu, Braille and in general promoting its objective. It makes no claim that its courses are recognised by UGC. It's just that students must know that it's a one year programme 'Hindi Vidwan' and is equivalent to BA.
