Is "10+2 with commerce background" a vocational stream course?

There are some vacancies in Indian post office department, i've read the notification, which says EDUCATIONAL QUALIFICATION- 10+2 (EXCLUDING VOCATIONAL STREAM). I've completed my 10+2 with COMMERCE BACKGROUND & now i've also completed B.Com. so please tell me can i submit that application form?
