Is 10+3year diploma equal to 10+plus two + 2year diploma?

A 3 year diploma from a recognised polytechnic college recognised the Dept of Technical Education is the best bet, but in some states lateral entry admissions to 3 year diploma program is permitted for +2 (eg: Pacific Polytechnic College, Rajasthan).
