is a cpi of just 7+ in electrical engg in IIT bombay good enough to get into a top university in germany or europe?

i've finished my second year in btech in electrical engineering in iit bombay. i think i'll have a cpi of just over 7 by the end. i want to study in europe, but i dont prefer uk. i want to go to somplace with a different language other than english. i like germany or poland. thank you
