Is a CPI(or CGPA) of 6.5 from electrical engg in IIT Bombay good enough to get into any university in germany? Say in TU Dortmund or Aachen

In IIT Bombay, the minimum is 4, and the maximum is 10. So what are my chances? I will of course give GRE and TOEFL and get good scores, I'm confident, and even possibly a A2 or B1 german certificate. I have 91% in 10th and 94% in 12th. Please explain me my chances.

    Although, your CPI is not good but IIT brand name will do the trick for you. There are many professors in your department, whose letter of recommendation work like magic due to their own connections, try that. TU Dortmund and Aachen, both will give you admission based on good GRE score. I do think that TOEFL is required for German Universities, check that. Good Luck.
