    Yes, they are authorized to issue a degree. You don't need to worry about it just it's very subjective whether the degree will be or will not be accepted by others. So if you need it for future education in India probably you'll not face any issues but if you go abroad check with your future university if they accept it. Eg: In Pune, Ness Wadia is an autonomous college its degree is widely accepted.
