Is a graduate of Electrical & Electronics engineering eligible for IES exam?If yes Under which ECE or EEE should I fill the appliction form?

Graduates of All branches of Engineering or Technology are eligible for an IES Exams as the name itself says. Papers can be chooses as per your knowledge level in that .

Yes! You are eligible for Indian Engineering Services Exam! Please see the syllabus of both the papers of the exam! After that you can decide upon what you have studied to maximum extent. In short, you have a choice!
