Is a PGDM done from a B-School in India or MBA from any university accepted in UAE for jobs? If yes, which one is a better option?

Both are equally good. Specify, what specialization you are planning to do for your MBA/PGDM and the kind of job you are looking for. I am asking because of job recession in Gulf Nations.
