Is a polytecnic student is better than a bsc gradutaion

No, as polytechnic is a diploma and B.Sc. is a graduation degree. Both get a chance for lateral entry to B.Tech. degree but after B.Sc. one can go for post graduation degree like MBA which a polytechnic student can not.
