Is a student who passed 12 from open board eligible to get admission in IITs, SRM Chennai or BITS Pilani?

Students who have completed their 10+2 from recognised open board are eligible for JEE, BITSAT, etc. Engineering Entrance Examinations.

And if a student passed 12 th from bbose (Bihar open board) is he/she able to get into top NLUs?

Open board results does not have any value in the admission of the above university.

Depends upon the institution, if they allow or not the open board candidate for enrollment. I guess above mentioned institute do not offers entrance to open board students.
