Is an aggregate of 55% enough to get into a public university in Germany for MS in automotive?
I am currently pursuing BE in mechanical engineering and want to pursue MS there.

Germany is a great place to pursue PG. However, every University has its own yardstick and it is better, if you check about your prospective university. They also look for your academic performance. If you have a convincing answer for low performance in UG level, it can be ignored.
