But it will provide a complete bachelor degree because IGNOU and ICAI have signed MOA that when a student clears CA-Inter, only then it will provide a B.Com degree. In this case, what is the position? Is it appropriate for government exam or not?

Yes, it's completely valid if its from a UGC recognized university.
