Is B.Com degree from IGNOU is fully recognized and valid? Does a student from IGNOU gets equal preference as a Regular College Student?

Yes, IGNOU degree is fully recognized even for government jobs.
As far as preference is concerned, it depends on the selection criteria set for the education or job that you wish to pursue. If you have a chance to do regular degree, do that, else IGNOU is the second best option.
