No, NCTE Act does not apply in Jammu and Kashmir due to its special status under article 370 of the constitution.
Also, Jammu University can offer full time and distance learning courses in Jammu only. Distance learning B.Ed can be offered to in service teacher of Jammu and Kashmir only
