Is B.Sc from SOL good and will it affect my government job opportunities?

No, not all, all central and state government recruitment agency such as SSC, DSSSB, PSC, HSSC and UPSSC accepts graduation from SOL, it's equally valid degree as a regular one, try to do well in it by scoring well, minimum 60% should be there in graduation for eligibility.
