Is B.Tech in cloud technology and information security better than B.Tech CSE?

I think both have there own value. But according to technology, the cloud is better option for future. Cloud is new in market and has more scope. Whereas, CSE is also in parallel to cloud in scope. So, you can go with any of them. But according to me you should go with cloud.
