B.Tech in IT will not be able to help you directly in IAS preparation. But you will learn to manage your time and make study strategies. If you want to know the best option then it would be B.A in History or BA+LLB. These courses will directly help you to prepare for IAS.

Civil Services is very competitive examination with very low rate of success. Therefore, appearing in Civil Services after B.Tech IT is a good strategy as you have a have stand by career option available to you in IT field. Your IT education may not help you to directly to crack Civil Services examination as IT is not an optional subject in examination and you will have to prepare other subjects. All the Best!

You will have to prepare separately for IAS. As it requires a graduated student only, so any branch in any field either medical or engineering can go for IAS. Only your preparation matters in IAS exam. All the very best for it.
