Is B.Tech IT equivalent to DOEACC O level certificate?

I have done B.Tech IT and want to apply for ARO exam of UPPSC and its requirement is O level certificate from DOEACC.

    O level course of DOEACC Scheme is equivalent to a Foundation Level Course in Computer Applications. Course is only for entry level computer operator role and It is not equivalent to B.Tech IT.
