Is BCA a graduation degree course? Can I appear for SSC CGL, IAS and IFS exams or not after completing this?

BCA is Bachelor's in Computer Application. So ofcourse it is a Bachelor or graduation degree. And you are eligible for all the graduation level exams after BCA

Shubham, it is a graduation degree like any other degree. BCA is a good platform for higher studies as well as competitive exams.
