Is BE CSE in UIET Chandigarh good over B.Tech CSE degrees?

Can I get UIET Chandigarh with general rank 46k in Jee Mains, (OBC-NCL rank 12500)? Also I'm gettin IEM kolkata CSE but routine there is very strict, and I got to know that if one wants to study on his own, the college provide no free time as such, so should I join UIET Chandigarh for BE-CSE stream?
