Is BE theoretical and B.Tech practical? If yes, which one is better in terms of placement?

According to me, there is no difference on BE and B.Tech. I can assure you that the courses are same in both of them. Difficulty level depends on the university and on the marking scheme.
Apart from this, practicals are there in the course but college fails to provide practical knowledge. A few institutes take students for industrial visits. -

There is absolutely no truth in this statement. Both are equivalent degrees. Some Institutions award B Tech while some award BE. This is simply because of some legal issues. That's all.
