Company Secretary degree is complete and independent in itself. Its not dependent on law graduation. However, as an law graduate one would have knowledge of may more prevailing laws. Therefore, having both the degrees may be helpful in practice.

CS with law is advisable since it benefits in real but we cannot say that it is incomplete without it.
CS with Law is a great option as it offers a promising career with lucrative options and also co-relates well with CS profession.
