Eligibility specifications for UPSC exam does not include any such irrlevant stuff. Any graduate in the age bracket of 21 to 30 years (for general candidate) can apply an sit in the prelims.

UPSC does not bother with any disease or ailments. you can surely appear for exam if you fits in other criteria
