Is caste certificate made by central government or state government?

Actually Caste certificate was made by the state government authority but there was differences in the list of categories like OBC, SC, ST List. Like in some state some caste was in OBC List but that caste wasn't OBC in the centre list. This is the problem of Central and State Caste System
