Chandigarh University is one of the good universities after SRM, KIIT, Manipal University, Amity university and some more but it is better to go for CSE branch in Delhi as there is more company in Delhi so company easily reach to you if you are in Delhi but if you are in Chandigarh then it is difficult for the company to reach you.
