Yes, Chandigarh University is good for B.Tech CSE but I must say it's not the best.
Doing B.Tech CSE from IITs, NITs, IIITs, DTU, Jadavpur University, etc. are the best.
You can take admission into this university if you don't have any other option. but Chandigarh University faculty is very supportive

Yes, CU is a reputed and govt. recognised university. They have a huge infrastructure, great faculty and great placement record!
