No for dte u have to buy application kit from arcs given on dte website it is long pricess better go to http://www.dtemaharashtra.gov.in/fe2014/StaticPages/HomePage.aspx click on information broucher and go to annaxure I and read it you will come to know all the details.Best of Luck or go to http://
