Is distance mba done from a university outside your state is considered unrecognized?

I'm willing to persue mba health care from sikkim manipal.when called DEC(distance education council),they said as i'm from rajasthan,can only persue a distance course either from a university of my state or IGNOU,as universities other than ignou cant open their study centre outside their state.

please refer web portal of distance education council to check recognition but regular MBA is more valid and valuable for a fresh student than distance MBA
