Hello Radha,
Dr MohsinKhan and Miss Meera said the right thing that if you are doing it from a Recognised University,then you can get Job in Govt Sector.
Also Govt of India has published a letter for all Govt. Employees saying that distance course is applicable in all Govt Jobs.You can check for t

Yes, if University is recognized by DEC & UGC.
