Obviously, CU is the best option. Their study methodology is good as compared to Chitkara. Their placements are good as compared to Chitkara. Digitalized classrooms, international exposure, etc., are the key USPs of CU.

If you have CSE at both, I'd pick Thapar. Chitkara is a decent option, especially if fees are a big factor, but Thapar has the stronger engineering reputation and overall peer group. If the fee difference isn't a major issue for you, I'd go with Thapar.
