No, you can take admission in private colleges under WBUT if you are outsider. They may ask for it during admission time. I think you should apply for domicile in your block. It will hardly take 15 days.

No, not every time, you can take admission in private colleges under WBUT if you are outsider. They may ask for it during admission time if they think it is needed but not for all. Brochure of this college may lead you better. But I think you should apply for domicile in your block. It will hardly take 15 days or a few more.
