    Yes, it is.
    To learn about cyber security, you must have the knowledge of ethical hacking because to prevent hacking, you must have to know that in how many ways and how hacker can try to hack a particular website or portal.

    It should be part of the syllabus. Anyone graduating in B.Sc Cyber security has to be conversant with hacking. There is nothing called Ethical/Unethical hacking. hacking is unethical, something similar to good terrorism or bad terrorism. Any hacking done with the consent of the user is termed ethical and done without the consent is unethical - this is theoretical definition of the term.
