Hi,
No is not mandatory to submit German proficiency certificate, while applying for admission in German universities.
Please remember in order to pursue masters degree from universities in Germany, you need to have relevant undergraduate degree from recognized university with good academic record

It is required only if you want to apply through study in german language (medium of instruction) and not for study in english medium

Can you guide me? I am doing Bachelor in economics and planning for Diploma in German too. So, can you tell if Germany is the best foreign option and beneficial?
