Is government quota available in colleges like IIMs, NIRMA, etc.?
I don't want to pay huge amount of money.

There is no government quota in IIMs. IIMs are government autonomous institutes and follow standard government reservation policy. If you are selected in IIM, then most of public sector banks will give you guarantee free educational loan.
