Yes, SSC is must to join any UG programme under an approved university in any country.

You have to complete your senior secondary education to pursue UG studies in India or abroad.

No dear. 12th grade result is not mandatory for undergraduate studies in the US. But for us, you need to give TOEFL or IELTS as a compulsory test.
