No, only IELTS can get you into Canadian universities. A lot depends upon your academics.

GRE is not compulsory for all universities. GRE requirement widely vary with the universities. University of Toronto, University of Alberta, McGill University and University of Waterloo requires GRE but only for specific programs and international students.
