No, it is not compulsary to take hostel in Sikkim University.
You can travel from home to college if it is not that far.
Also, if you have more affordable PG or hostel outside the campus, that is also perfectly fine. You can take that but it is advised to take hostel in first year so that you can make some good friends out there and also it saves your travelling time.
