Is I.K. Gujral Punjab Technical University Jalandhar a good college for B.Tech mechanical engg.?

To be very honest, it is again a low standard university. The exams comes out of scope many a times, teachers teach in their local language and expect you to understand it at the same time thinking this is not an engineering college but a Punjab literature college and the same old concept prevails the more you write the more marks you will get. -
