No, IELTS is not compulsory for New Zealand study visa. International students can prove their proficiency in the English language by submitting scores of any other ELP such as TOEFL, PTE or Duolingo. The mode of instruction in New Zealand is English, therefore, international students are required to demonstrate their proficiency in the English language.
