Is IELTS mandatory to get admission in NUS Singapore for Indian students for B.Tech CS?

No not at all. The requirements for Indian students are as follows:
1) Good marks in your board exam2) SAT with three subject test (maths level 2 is compulsory).
They ask you that if you have taken any English proficiency test, like IELTS or TOEFL, then submit the scores. It is not compulsory. Check more information on official website.
