Is IME, Mumbai approved by AICTE?

A candidate whose Diploma/Degree was awarded prior to 2002, will have a clear exams as per the new syllabus or not as per Govt. Of India , MHRD, Department of Higher Education vide letter No-F23-2/2001-TS.III, New Delhi (24-11-2006)?
