Hi, IGNOU is one of the best institutes for distance learning. Their study material is quite comprehensive in nature with classes at different centres. The teachers at most of the centres are experienced in the subject with regular assignments being given.

Yes It is an best option for the distance education but other options are also available, there also various other colleges that are available for the distance education such as Manipal University.
