Is IPU better than Chandigarh University?

Chandigarh University is better than LPU as it has 1) Academics and placements records from the past 5 years2) NAAC A+ Accredited University 3) Upto 100% Scholarships4) Majority of lecturers are Ph.D. holders and highly Experienced.
