Yes, IPU is a good choice for BCA, because IPU has a good course curriculum for BCA.

IPU has a very good reputation in Delhi and NCR and it is a good institute for BCA too, but to know the exact scenario regarding the faculty and placements, details, get in touch with the current students through social media or in person.
