See, PGDM is offered by Institutes not affiliated to any University while MBA is offered by University affiliated Institutes. Decide the specialization and then look out for colleges which are excel in that specialization and then go for it. Don't get into whether MBA or PGDM.

PGDM is approved by AICTE and MMS is approved by Mumbai University. Mumbai University may be a better brand according to me. You may still take more opinions on this.

Pgdm / mms is an MBA. Pgdm has updated syllabus, is autonomous but the fees is slightly more as compared to MMS. Top colleges like symbiosis and IIMs offer PGDM. I'd suggest PGDM unless fees is an issue.
