Is it a correct decision to join a regular college? I completed 12th with a complementary certificate in 2016.

Regular education is superior to education by distance learning or correspondence, therefore, your decision to continue further education from a regular college is correct.

There is no age bar for gaining education and new skills. I acquired my last (third PG) degree at the age of 40.
