    Yes, certainly. I would be in the favor of decision. Though, you need to keep this in mind for sure that you got to prepare well for the JEE besides your ongoing college academics. If you think you can manage those, and prepare for the JEE too, then go for it.
    There are far better institutions (government), that you can try getting into, with a better JEE score, compared to your current institute.

    Yes, you must go ahead. There is a huge difference in the education quality of private state engineering colleges and IIT or NITs or IIITs. You get skilled and energetic people to compete and live around. Also, package and other opportunities giving a nice career growth. You must be sure if you can afford both in terms of money and age.
