Is it a good decision to apply for IILM, Gurgaon with 65 percentile in CMAT or should I try for any other college?

Yes, IILM University Gurugram is a good option. The candidate should have scored minimum 50% in any of the following competitive examination: CAT/MAT/NMAT/XAT/CMAT.
