Is it a good idea for me to go for IIT JEE? I've got 72% marks in class 12th (RBSE) boards & I belong to OBC category.

What should I do to take admission in Kota as my RBSE state board result is not good? Is repeating class 12th the best option?

Repeating class 12th is not going to help you in getting admission into prestigious college.
And idea to take a drop looks good as long as you are ready to give your best shot, when you have that passion to get into IIT, dream to live the life and in environment of IIT.
But, I'll also suggest not to end up taking admission into normal college, because 4 years in college are going to decide your personality and attitude for coming 40 years. So try to get admission into nice college surrounding also affects a lot.

If you don't have 75% marks in board exam, then you are eligible.

You are not eligible for JEE, as per your class 12th percentage.

You are not eligible for admission into JEE Mains, because you should have atleast 75% marks in your state board exams.
