is it a good idea to apply for universities in UK anymore considering the new post study work visa policy?is it temporary and not implementd
i plan to do bachelors in economics there and do MBA later on.But i also wish to work there.Is the policy too stringent? are there any exceptioms to it?

You are looking to study and gain knowledge, then the visa doesn't restrict you.
